IMHO he/she was talking about Forum Marketing by showing your expertise and getting others to respect, appreciate and maybe follow you. Not about 'scoring cheap backlinks'.
It has been a long time since forums actually produced decent backlinks. Signature links have little to no SEO value anymore, even if they are do-follow.
