True, inbound quality links are important, you may get them by (first) submitting your site to web directories and by (second) submitting unique good quality content, together with your link to article directories.

Quality links are those links that are related to your website and your website can increase its PR in the search results of the search engine if you get more and more quality backlinks for your website...

I was asking miccharlys about the term "qualified link".
The term "quality link" on the other hand - albeit often misused by various SEO n00bs - is quite familiar to me already
