I have less concept about SEO. I want to know details about SEO. But at first I want to know basic concept about SEO. Which technique can help me to know “how can improve PR of a website”. Actually I know that to increasing PR of a website, we have to do work for on page (meta title tag, meta description tag, header tag, meta keyword) and off page (forum posting, content writing, article writing, blog comment, sbm, directories submission). After doing this, what should have done for increasing PR. I don’t understand the exact meaning about backlink and white hat seo.Would anyone please help me to get some more idea about SEO?

It is preferred not to run after PR. You have to just doing submissions genuinely and in proper category. This is for increasing your site's visibility. Think naturally as a customer, if you are a customer what would you like to get and how and do submission in that way. After that your site gets good PR automatically.
