As per my view you should improve your ON PAGE because your website does not contain XML sitemap and create user friendly navigation as well as optimize your meta tags as per your site content and keywords.

You are not getting good ranking because you are not doing proper OFF PAGE activity so start website submission with unique content on High PR website which will increase crawling rate and keywords ranking also. Follow given OFF PAGE methods to improve ranking.

• Forum Posting with signature
• Blog Commenting on High PR website
• Article submission with unique content
• Social Bookmarking
