Google don't hate SEO but yes Google nowadays become more strict with the spam techniques. There are many SEO’s out there who use software to make submission, submitting in irrelevant site only for the sake of link building, black hat SEO etc. which Google don't like.

LOL google loves SEO its just that it keeps on updating its algorithm to keep away frauders.

People are just finding reasons to defend their spammed actions/methods when it comes to SEO. Now, Google's frequent updates are all for some major purposes such as to minimize or possibly destroy all spammed acts done by those crappy SEOs, and give users better information based/related to their queries.
The bottom point is that it's quite obscure to conclude that Google really don't want SEO nowadays. I must admit that there are some methods that are working great many years back and now they are the most common spammed activities and totally discredited by Google when it comes to SEO purposes.
But, when you look at in a general point of view, SEO is very much alive today. Only those blatant spammers are the most who complain about Google SEO nowadays.

if you follow all guidelines of the Google then it will not hate you.In fact Google is very friendly with a SEO's. but if you choose unethical way to optimize the site then it may ban your site.

I think Google started SEO tools first. According to search engines Google gives more optimization tools to increase business promotions.
