I am not sure but I do not think that there is any tool for meta tags.. I guess its your creativity of your mind for title and description but yes for keywords, adword tool is used...

if you want to create meta tag artificially i think it not the right way.Meta tag creating by HTML is the right way

According to me, there is no such tools to create Meta tags. Meta Tags should be written manually.
