How to rank website against one keyword

Hello, I have a question. If a college has a website in particular area like Islamabad and they want to rank themselves as a 'best college of Islamabad' on Google. How will they rank themselves against this keyword?

It's best to target a POOL of keywords on the same page. For example college, best college, graduate college. But not too many either, as opposed to making different pages for all of your keywords. If you did that, you will find your pages will be competing with one another, not ideal at all.

If you have one keyword and want to do SEO for that and get better rank for the same, then you can do On page and Off page for the both. Firstly analyze the website and check the errors in the site if any. As well as you can do Off-page for the same to create better backlinks for the site. You can do the same process for many keywords.
