I have a personal experience to site as an example here with a claim. Would you believe that even if this blog is just less than a month old, it was given a PR 3 by Google?
This means that even if you have tens of thousands of link pointing to your website but it has been stagnant at that number of links, Google won't give you a higher PR. But if you try to build backlinks to that site on a daily basis, then there is no way that you would be given low PR.
On the other hand, you are still lucky that you have a lot of traffic and conversions instead of just a trophy of appreciation from Google which is PR.
